In the early 1980s, a certain city in Northeast China. Han Tao (played by Li Moran), the secretary of the Linjiang Municipal Committee who is about to step down, is greatly troubled by who will take over. His daughter-in-law, Lu Sha (played by Fang Shu), advises him to be a virtuous person, but he still has concerns. Liu Zhao (played by Pang Xueqin) is a pioneering official. His straightforward personality has offended many people in daily life. Vice Mayor Ding Xiao (played by Wang Cunren), on the other hand, is shrewd and well-versed in the ways of being an official. Lu Sha deeply loves Liu Zhao, who is divorced. One is the wife of a mentally ill person, and the other is a husband abandoned by his wife. Han Tao, however, could neither ignore the achievements Liu Zhao had made through his bold reforms nor detested his aggressive and confrontational fighting spirit. In a public opinion poll on the candidates for the position of secretary arranged by the Organization Department of the Provincial Committee, he had no choice but to abstain from voting due to being misled by Ding Xiao beforehand. Ding Xiao incited Jiang Pangzi (played by Zhan Jingbo) of the brewery to file a false accusation and obstructed Liu zhao from grasping the Linjiang building project. The entire Linjiang was in turmoil...... This film is adapted from the novel of the same name by Li Guowen.[Collapse]
