In the city where the rain is pouring down, evil desires run rampant. Unintentionally, cruel and bloody bizarre cases occurred one after another. Some people were bitten to death by hungry dogs, some died after having their flesh of the same weight as when they were born cut off, some were evenly cut in half and given to their wives and lovers, some were frozen in the freezer to maintain their youth forever, and some even had their mouths stuffed with nails of all sizes. Detective Hisashi Sawamura (played by Koji Oguri) of the First Investigation Division, who is troubled by family conflicts, is ordered to investigate this matter. As the investigation deepens, he discovers that the murderer was all committed by one person and was keen on committing crimes on rainy days. Later, he also finds that all the deceased were related to a case that occurred many years ago. Coincidentally, Sawamura's wife (played by Masako Ono), who ran away from home, was also drawn into it.
