In a small town in Virginia in the 1920s, miners went on strike dissatisfied with their miserable treatment. The miners were dominated by white miners. Italian immigrants insisted on working underground, while black miners were regarded as traitorous by white miners. Joe, a pacifist labor movement leader, came to this small town, hoping to organize the workers and negotiate with the mine owners using peaceful, rational and non-violent means. He successfully united the whites and the blacks, making them realize that unity is the most powerful weapon. But in the end, he still failed.
