After the July 7th Incident broke out, the Japanese invaders launched a full-scale offensive against China. The Central Committee of the Communist Party of China and the headquarters of the Eighth Route Army decided to establish the Jin-Cha-Ji Military Region in the Taihang Mountain Area, go deep behind enemy lines to mobilize the masses, and build armed forces to fight against the invaders.
