In 1941, John Somms, an agent of the US Naval Intelligence Service, John Cusack (played by Cusack) was ordered to come to Shanghai to investigate the truth behind his friend Connor's assassination. He frequents the cocktail parties of social celebrities as a reporter for the German Herald in Shanghai. He used his lover relationship with Mrs. Muller, a Nazi engineer, to dispel suspicion and obtain intelligence. During a gambling game, he met Anna (played by Gong Li), the wife of the gang leader LAN Ting. The mysterious code words between her and her subordinates piqued his curiosity.
