Hong Kong Inspector Fu Yonglin (Wu Yijiang) was prosecuted by the Independent Commission Against Corruption. He was rescued by his accomplices when he was escorted to court. Amid the chaos, a senior inspector was even killed. After fleeing to the mainland, Fu colluded with local hooligans to rob banks and kill people wantonly.
