The Independent Commission Against Corruption (ICAC) has exposed the largest-scale black money election bribery and corruption scandal in history, causing a sensation throughout Southeast Asia. Ho Kwan, the chairman of a rural executive committee in the New Territories, learned that the SAR government is planning to build the West Rail development project and has determined that a large amount of land will be allocated along the development area to build "Ding" houses.
